TEMPUS - the Program that modernized higher education in Moldova

National Erasmus+ Office in Moldova organized on Tuesday, May 24th 2016, a national seminar "Impact evaluation of the TEMPUS projects implemented in Moldova on higher education system". About 50 program coordinators and partners in TEMPUS projects conducted over the years in our country shared their experience within a round table, hosted by the State University of Medicine and Pharmacy “Nicolae Testemitanu”.

The participants at the event, representatives of most active Higher Education Institutions (HEIs) in Moldova in TEMPUS, particularly appreciated the role of the projects in the process of Moldova joining the Bologna Process, that led to a radical reformation of the system, the contribution of TEMPUS teams in elaborating the Code of Education, the endowment of HEIs with technical equipment, creation of start-up centers, career guidance centers and offices for intellectual property, the impact of mobility programs for both teachers and students (approx. 1100 beneficiaries), introduction of the notion “management quality” in the academic environment, initiation of HEIs’ internationalization.

Nadejda Velisco, Head of the Higher Education Direction of the Ministry of Education appreciated the role of TEMPUS in developing the sector, mentioning, in the same time, that TEMPUS made the biggest investment in people – students, teachers and managers of academic institutions.

In her turn, France Dantin, project manager at EACEA (with headquarters in Brussels) and country manager for Moldova, expressed the hope that reforms in education, initiated within TEMPUS Program, will have sustainability.

TEMPUS represented the main instrument for European Union’s assistance in supporting the reform process in higher education in countries outside EU.

Republic of Moldova joined Tempus in 1994. 83 projects (including preprojects), worth about 43 million Euro, were implemented until 2013. The sum represents the total value of the projects, involving all partners from participating countries, not just Moldova's share. During two decades over 20 HEIs in our country benefited from projects that aimed to modernize higher education through curricular reform, developing university governance, consolidating the capacities of academic world.

The last TEMPUS projects started to being implemented in 2012 and 2013 and will end in 2016. Starting with 2014, since Erasmus+ brings together seven EU education projects there are no more Calls for application for TEMPUS projects. European Union continues to invest in Moldovan higher education through Erasmus+ Capacity Building projects. HEIs can apply directly to the European Commission for funding this kind of projects.
